Congestion What Congestion?

We popped in to Borough today during the lunch hour, and happened to park right behind a Transport For London van with a mobile camera.  The engine was running so we thought it might be about to leave, but there was no sign of movement as we set off for Borough High Street.  I was somewhat bemused to see it still there when we returned to the car, still with the engine running and still no sign of movement.


So inside the congestion charge zone we have a large van with its engine running all day for all I know, spying on people who have the temerity to use their cars.  That van would probably have emitted more polluting that dozens of small car users, most of whom would only need to be in their vehicles for a small fraction of the day.  Does the end (ie catching congestion charge evaders) justify the means I wonder?
